Chen Shui-bian , n. en Tainan en 1950, fue el presidente de la República de China desde el 20 de mayo de 2000 hasta el 20 de mayo de 2008. Reelegido en las elecciones de 2004, abandonó el cargo al final de su segundo mandato, en el año 2008, debido a la limitación constitucional de dos mandatos.

Aunque desde su llegada al poder, ha suavizado el carácter independentista de sus declaraciones públicas, mostrándose conciliador hacia sus adversarios políticos y hacia la República Popular China , su figura ha sido muy atacada por los defensores de la reunificación china, especialmente en la RPCh, donde los medios de comunicación se refieren a él de manera habitual con un lenguaje sumamente despectivo.
