Enver Halil Hoxha fue un jefe de Estado y dictador comunista albanés, dirigente de la República Popular de Albania desde 1944 hasta su muerte en 1985. Desempeñó las funciones de secretario general del Partido del Trabajo de Albania entre 1941 y 1985, así como el cargo de primer ministro de Albania entre 1944 y 1955.

Completó la educación secundaria en el Liceo Nacional de Albania y más tarde obtuvo una beca para estudiar en la Universidad de Montpellier. Si bien de joven ya mostraba interés por la política, su experiencia francesa le llevaría a militar en organizaciones comunistas. En 1941, en plena Segunda Guerra Mundial, fue uno de los fundadores del Partido Comunista de Albania y combatiría con los partisanos albaneses que liberarían Albania en 1944, primero de los invasores italianos y después del ejército alemán. A través del «Consejo Antifascista de Liberación Nacional» que presidía, el nuevo gobierno albanés derogaría el régimen monárquico de Zog I para establecer la República Popular de Albania.

Los 41 años de mandato ininterrumpido de Hoxha se dividen en dos etapas: una primera caracterizada por alianzas temporales con potencias socialistas —Yugoslavia, la Unión Soviética y la República Popular China—, y una segunda marcada por el aislacionismo, el antirrevisionismo y el seguimiento ortodoxo del marxismo-leninismo. De su gobierno se ha destacado la defensa férrea del estalinismo; la eliminación de todo tipo de oposición, tanto externa como interna, a través de métodos que incluían la pena de muerte;[1]​[2]​ la transformación del país hacia una economía industrializada y autoabastecida; el ateísmo de Estado; el establecimiento de una policía secreta para la represión política de la población y, en sus últimos años, el aislamiento internacional en el que Albania quedó sumida.

Contexto: Nevertheless, Marxism-Leninism has not disappeared, it is living and flourishing as an ideology and a reality, materialized in the socialist social system constructed according to its teachings. “In Cambodia, the Cambodian people, communists and patriots, have risen against the barbarous government of Pol Pot, which was nothing but a group of provocateurs in the service of the imperialist bourgeoisie and of the Chinese revisionists, in particular, which had as its aim to discredit the idea of socialism in the international arena… The anti-popular line of that regime is confirmed, also, by the fact that the Albanian embassy in the Cambodian capital, the embassy of a country which has given the people of Cambodia every possible aid, was kept isolated, indeed, encircled with barbed wire, as if it were in a concentration camp. The other embassies, too, were in a similar situation. The Albanian diplomats have seen with their own eyes that the Cambodian people were treated inhumanly by the clique of Pol Pot and Yeng Sari. Pnom Pen was turned into a deserted city, empty of people, where food was difficult to secure even for the diplomats, where no doctors or even aspirins could be found. We think that the people and patriots of Cambodia waited too long before overthrowing this clique which was completely linked with Beijing and in its service.”

In regard to Cambodia, our Party and state have condemned the bloodthirsty activities of the Pol Pot clique, a tool of the Chinese social-imperialists. We hope that the Cambodian people will surmount the difficulties they are encountering as soon as possible and decide their own fate and future in complete freedom without any 'guardian'.
