Joseph Robinette Biden Jr. , más conocido como Joe Biden, es un abogado y político estadounidense que se desempeña como el 46.º presidente de los Estados Unidos desde el 20 de enero de 2021. Miembro del Partido Demócrata; ejerció como el 47.º vicepresidente de los Estados Unidos de 2009 a 2017 durante la administración de Barack Obama.[1]​ Además, fue senador de los Estados Unidos por Delaware entre 1973 y 2009. Ejerció como abogado antes de comenzar su carrera política en el año 1972.

Biden fue criado en Scranton, Pensilvania y en el condado de New Castle, Delaware. Realizó sus estudios de grado en la Universidad de Delaware antes de ingresar en la Facultad de Derecho de la Universidad de Siracusa , donde obtuvo el título de Juris Doctor.[2]​ Se convirtió en abogado en 1969 y fue elegido al consejo del condado de New Castle en 1970. Fue elegido al Senado de los Estados Unidos por Delaware en 1972, llegando a ser el sexto senador más joven en la historia norteamericana. Biden fue miembro principal y posteriormente presidente de la Comisión de Relaciones Exteriores del Senado. Se opuso a la Guerra del Golfo en 1991, pero apoyó la expansión de la alianza de la OTAN en Europa del Este y su intervención en las Guerras Yugoslavas de la década de 1990. Respaldó la resolución que autorizaba la guerra de Irak en 2002, pero se opuso al aumento de tropas estadounidenses en 2007. También se desempeñó como presidente de la Comisión de Justicia del Senado de 1987 a 1995, ocupándose de temas relacionados con la política de drogas, la prevención del delito y las libertades civiles. Biden lideró los esfuerzos para aprobar la Ley sobre Control de Delitos Violentos y Aplicación de la Ley y la Ley de Violencia contra las Mujeres, y supervisó las polémicas nominaciones a la Corte Suprema de los Estados Unidos de Robert Bork y Clarence Thomas.

Biden fue reelegido seis veces al Senado de los Estados Unidos y fue el cuarto senador de más antigüedad cuando renunció luego de ganar la vicepresidencia junto a Barack Obama en las elecciones presidenciales de 2008.[3]​ Obama y Biden fueron reelegidos en 2012.[4]​ Como vicepresidente, Biden supervisó el gasto en infraestructura en 2009 para contrarrestar la Gran Recesión. Sus negociaciones con los legisladores republicanos ayudaron a la administración de Obama a aprobar distintas leyes, incluida la Ley de Alivio Impositivo de 2010, que resolvió un estancamiento fiscal; la Ley de Control Presupuestario de 2011, que resolvió una crisis de techo de deuda; y la Ley de Alivio al Contribuyente estadounidense de 2012, que abordó un inminente abismo fiscal. En política exterior, Biden lideró los esfuerzos para aprobar el nuevo tratado START entre Estados Unidos y Rusia; respaldó la intervención militar en Libia, y ayudó a formular la política estadounidense hacia Irak mediante la retirada de tropas en 2011. Después de la masacre en la escuela primaria de Sandy Hook, Biden dirigió el Grupo de Trabajo sobre Violencia con Armas, creado para abordar las causas de la violencia con armas en los Estados Unidos.[5]​ En octubre de 2015, Biden anunció que no disputaría la presidencia en las elecciones de 2016. Biden anunció su candidatura a la presidencia de 2020 el 25 de abril de 2019, y en junio de 2020 alcanzó el umbral de 1991 delegados, necesario para asegurar la nominación del Partido Demócrata.[7]​ El 11 de agosto de 2020, Biden anunció a la senadora estadounidense Kamala Harris como su compañera de fórmula en las elecciones presidenciales de ese año.[8]​

Ganó las elecciones presidenciales de 2020, venciendo al entonces presidente Donald Trump, que buscaba la reelección. Llegado el 14 de diciembre, fue confirmado por el Colegio Electoral como presidente electo. El 20 de enero de 2021, Biden fue investido como el 46.º presidente de los Estados Unidos.[9]​

“Good morning everyone. This past week we've seen the best and the worst of humanity. The heinous terrorist attacks in Paris and Beirut, in Iraq and Nigeria. They showed us once again the depths of the terrorist's depravity. And at the same time we saw the world come together in solidarity. Parisians opening their doors to anyone trapped in the street, taxi drivers turning off their meters to get people home safety, people lining up to donate blood. These simple human acts are a powerful reminder that we cannot be broken and in the face of terror we stand as one. In the wake of these terrible events, I understand the anxiety that many Americans feel. I really do. I don't dismiss the fear of a terrorist bomb going off. There's nothing President Obama and I take more seriously though, than keeping the American people safe. In the past few weeks though, we've heard an awful lot of people suggest that the best way to keep America safe is to prevent any Syrian refugee from gaining asylum in the United States. So let's set the record straight how it works for a refugee to get asylum. Refugees face the most rigorous screening of anyone who comes to the United States. First they are finger printed, then they undergo a thorough background check, then they are interviewed by the Department of Homeland Security. And after that the FBI, the National Counterterrorism Center, the Department of Defense and the Department of State, they all have to sign off on access. And to address the specific terrorism concerns we are talking about now, we've instituted another layer of checks just for Syrian refugees. There is no possibility of being overwhelmed by a flood of refugees landing on our doorstep tomorrow. Right now, refugees wait 18 to 24 months while the screening process is completed. And unlike in Europe, refugees don't set foot in the United States until they are thoroughly vetted. Let's also remember who the vast majority of these refugees are: women, children, orphans, survivors of torture, people desperately in need medical help. To turn them away and say there is no way you can ever get here would play right into the terrorists' hands. We know what ISIL - we know what they hope to accomplish. They flat-out told us. Earlier this year, the top ISIL leader al-Baghdadi revealed the true goal of their attacks. Here's what he said: "Compel the crusaders to actively destroy the gray zone themselves. Muslims in the West will quickly find themselves between one and two choices. Either apostatize or emigrate to the Islamic State and thereby escape persecution." So it's clear. It's clear what ISIL wants. They want to manufacture a clash between civilizations. They want frightened people to think in terms of "us versus them."They want us to turn our backs on Muslims victimized by terrorism. But this gang of thugs peddling a warped ideology, they will never prevail. The world is united in our resolve to end their evil. And the only thing ISIL can do is spread terror in hopes that we will in turn, turn on ourselves. We will betray our ideals and take actions, actions motivated by fear that will drive more recruits into the arms of ISIL. That's how they win. We win by prioritizing our security as we've been doing. Refusing to compromise our fundamental American values: freedom, openness, tolerance. That's who we are. That's how we win. May God continue to bless the United States of America and God bless our troops.”
